out side of california Man barricaded in car shuts street [Hot News]





Police blocked access to part of L Street Monday afternoon as officers negotiated with a man barricaded in a car parked in the middle of the street in front of the Capitol.
The state Assembly shut down early, and the north entrance to the Capitol was closed.
“We don’t know why he has barricaded himself, and we’re currently trying to communicate with this individual to determine why he’s doing this,” said Sacramento Police spokesman Matthew McPhail. He said the department had not yet issued any evacuations.
Photos posted on Twitter showed a light gray car with a bicycle strapped to the top, the windows covered in brown paper. Pieces of paper with writing were taped inside the windshield.
Dozens of vehicles were stuck inside the city-owned parking lot on L street because it exits on 11th street, adjacent to the suspicious vehicle. Officials ultimately reversed traffic in the garage to allow vehicles to exit the entrance on 10th street.
McPhail said SWAT officers and negotiators were at the scene.
At the corner of 12th and L streets, police prepared two armored vehicles and several officers dressed in SWAT gear were standing by.
A sergeant was seen walking into the parking structure below the Capitol with two officers dressed in camouflage uniforms and carrying rifles.
Police on scene also deployed a robot.
